US interest rates approached all time lows this past week. Today Joe Cucchiara explains how interest rates have been affected by the stock market and the Brexit referendum. Now might be the right opportunity to refinance. Is securing that long term fixed rate deal a good idea? Should you consolidate your debt into a HELOC? Joe also explains how interest rates are finally giving buyers some power in the market.

Joe takes a call from John in Oakland who is looking to do some major remodeling on his home. John asks if he should finance through a California First type program which would put a lien on his mortgage, or borrow against his home and refinance to take advantage of interest rates.
